TEMPORARY INSANITY. The annual economic summit of the seven industrialized nations is being held in the U.S. next month, and George Bush arranged for it to take place in his adopted hometown of Houston. Local officials, working with the Secret Service, are now taking steps to protect world leaders from crazies in the Lone Star state. Harris County Commissioners have allocated $16,400 to purchase stun guns, leg restraints and belly chains. The funds will also support the Secret Service request for round-the-clock processing of mental-commitment warrants in order to lock up threatmakers in psychiatric hospitals.
